Shabat Candle
How is Tisha B'av observed?

and does it have the same restrictions as shabat like no driving? Do you have to light a candle and if so when? Thanks.

No, it is not like that at all. No lighting candles, you can drive, and do pretty much most of the things we usually do. (See, I'm on the PC right now :D ) Tisha B'av is mourning the day that the Beit HaMikdash (temple) was destroyed and the exile of Israel. Most observant Jews fast from the night before until 24 hours later (approx, because Jewish holidays start at night). The night that it starts, we read Megillat Eicha, which is a very sad book, with a lot of sad quotes and sayings. There are also traditions like not to be too comfortable (i.e. not wearing leathers shoes, not sitting on overly comfortable chairs, some don't sleep with pillows, not washing up, not using deodorant, not having sex, etc.)
It started tonight, (Hebrew calendar The ninth of Av (Tisha = nine in Hebrew, hence Tisha B'Av, varies on the English calendar) and will end tomorrow night.
